I can't understand why waiting a long time can be a key fact. The contract was made already when the robot issued the ticket. Anyone can help me understand this?

2/7/15: Please note that the PowerPoint slides for the presentation "Problem Solving Techniques & Past Exams", given by Mr Philip Pomfret at the Sunday morning session of Weekend School 1, have been uploaded to the Webcampus today.(copied from ON GOING STUDENT MESSAGE BOARD).

But, I still can't understand why waiting 45 minutes is a key fact there... Anyone can help me?
